Chapters and Working Groups are to be managed on a consensus basis, though the 2008 report as a whole is not a consensus document. Minority views should be incorporated in chapters for the 2008 Report and all future products; however, if that proves impossible, a Minority view section of one page should be allowed in addition to the basic five page length for each chapter of the report. The concept is to foster creativity and a reasonable diversity of opinion. If an issue can't be resolved at the Working Group level, it is escalated to the Editorial Working Group. If the Editorial Working Group can't resolve the issue, it is escalated to the Executive Committee. The Climate Caucus Project is intended to go beyond the period when the 2008 Report is given to the Secretary General. The rules will apply after 2008 |
